Sameer Birring

Sameer is an experienced litigator who has represented both plaintiffs and defendants in state and federal court, at the trial and appellate level. 

 

Sameer spent over a decade representing governmental entities such as Harris County, the City of Austin, and Travis County in a diverse array of litigation including constitutional questions, challenges to decisions made by public officials, civil rights, open records, torts, and eminent domain. Sameer has also represented governmental officials as plaintiffs challenging actions against their authority and rights. Sameer has extensive experience in high-profile, fast-paced litigation, often under considerable media scrutiny.  

 

Sameer also spent years representing individual plaintiffs in consumer protection cases, primarily under the Fair Credit Reporting Act, where he helped individuals navigate legal issues that prevented them from advancing their lives. 

 

Sameer has a reputation for grace under pressure, and is often tasked with handling hearings and briefing deadlines scheduled on short notice, including emergent public health and safety matters. He is proud to be a calm, reassuring presence for his clients, including public officials whose seats and public safety were at stake. 

 

Early in his career, Sameer clerked for the late U.S. District Judge George Kazen in Laredo, Texas, which gave him valuable insight into the view from behind the bench.
